It Depends on Where Your Licence Is From

The process for converting a driving licence to an Irish one depends on which country issued it. EU and EEA licences are handled differently from UK licences, and both differ from licences issued outside Europe.

The common factor in most cases is that you'll need to pass the Irish theory test, apply for a learner permit, and complete some form of EDT before you can sit the driving test.

EU and EEA Licences

If you hold a valid driving licence issued by an EU or EEA country, you can exchange it for an Irish licence through the NDLS (National Driver Licence Service) without taking a driving test, provided your licence is still valid and you meet the other requirements.

You'll need proof of identity, proof of Irish residency, and your current licence. Check the NDLS website for the current list of required documents and any processing fees.

UK Licences After Brexit

The rules changed after Brexit. UK licences are no longer treated the same as EU licences for exchange purposes.

If you hold a UK licence and are living in Ireland, you can still drive on it for a period after becoming resident, but you'll eventually need to convert. The conversion process for UK licences currently requires going through the standard learner permit and EDT process rather than a direct exchange.

Given that the rules here have changed and may continue to evolve, check the current NDLS guidance directly before making plans.

The Learner Permit and EDT Process

For those who need to go through the standard process, the steps are:

1. Pass the Irish theory test
2. Apply for a learner permit through the NDLS
3. Complete EDT (12 lessons, or 6 if you qualify for Reduced EDT)
4. Sit the driving test

The Theory Test Requirement

Regardless of how long you've been driving or where you're from, the Irish theory test is required before you can get a learner permit. There are no exemptions for existing licence holders.

The test covers Irish road rules, traffic signs, and safe driving knowledge. Most experienced drivers find it manageable with preparation, but it's worth studying rather than assuming your existing knowledge is sufficient.

What if Your EU Licence Is Expiring?

If your EU licence is close to expiry or has recently expired, the exchange process is more complicated. In some cases you may need to go through the full learner permit and EDT process rather than a direct exchange.

Don't leave it until the licence has expired. Start the exchange process while your licence is still valid.

Adapting to Irish Roads

For drivers coming from countries where traffic drives on the right, adapting to left-hand driving on Irish roads takes time. The theory is easy enough. The spatial awareness is what catches people off guard.

Even if you qualify for Reduced EDT, take the time to actually adapt rather than rushing through the minimum. The goal is to drive safely on Irish roads, not just to pass the test.
